понадобился в 10 store: бац, а нет его нигде!
берём в руки PowerShell, с правами админа и делаем так:

Get-AppxPackage *windowsstore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppxManifest.xml"}
